An app-cell is a portion of a server. 1 app-cell is comprised of 128Mb of memory and 1/8th of a core.
If your application needs more memory, increase the number of app-cells that will serve as the unit for your server instances. You can see the number of app-cells as your ability to scale vertically.
Increase the number of instances to increase your application's capacity. You can see the number of instances as your ability to scale horizontally.
Just select what you think is a good average value for your application. When you'll be running your application, you will be able to tell the platform the range within which your application should automatically grow/shrink.
